RESOLUTION TO ADOPT WATER/SEWER ORDINANCE AND ESTABLISH INITIAL FEE SCHEDULE
WHEREAS, the Village Council finds it necessary for the efficient administration of the Village to set utility rates by resolution to ensure the systems remain self-supporting; and
WHEREAS, the Village is transitioning from a “Debt Service Charge” model to a consolidated “Sewer Operation & Maintenance” model to simplify billing while maintaining the necessary revenue for system integrity; and
WHEREAS, the Village is currently undergoing a system-wide transition from fixed-rate billing to metered usage to ensure equitable distribution of costs based on actual consumption.
NOW, THEREFORE, BE IT RESOLVED:
- Adoption of Authority: The Village Council hereby adopts Ordinance No. 171, authorizing the establishment and amendment of all utility-related fees via resolution, effective immediately.
- Definition of REU: For the purposes of this Fee Schedule, one (1) Residential Equivalent Unit (REU) is defined as the standard usage characteristics of a typical single-family residence. Multi-unit, commercial, or industrial properties shall be assigned REU factors as previously established by the Village’s engineering or utility standards.
- Initial Fee Schedule: The following quarterly rates are hereby established and effective April 20, 2026:
- Water Rate: $77.52 per REU (Fixed rate).
- Sewer Rate: $23.41 per REU (Represents the consolidation of the previous Sewer Fee and the former Debt Service Charge).
- Debt Service Charge: $0.00 (Formal elimination of the separate line item).
- Meter Transition & Timeline: The Village Council formally authorizes the transition to metered billing. To ensure data accuracy and provide a sufficient window for public education and budget adjustment by customers:
- Installation Phase: Meter installations shall continue through the Summer of 2026.
- Effective Date: Metered billing shall commence no sooner than September 1, 2026.
- Rate Finalization: Specific per-unit (e.g., per 1,000 gallons) consumption rates and readiness-to-serve charges for the metered model shall be finalized by a subsequent Resolution of the Council at least 30 days prior to the first metered billing cycle.
- Public Notice: The Village Clerk is directed to update the official Village Fee Schedule and make it available for public inspection at the Village Office and via the Village’s website.
